Later, Wily used those plans to reprogram all six original Robot Masters—Cut Man, Guts Man, Ice Man, Bomb Man, Fire Man, and Elec Man—to serve his cause. When Wily successfully stole the Robot Masters, Rock voluntarily offered to be converted into Mega Man to stop him, leading to the lab's transformation into a defensive stronghold where Rock is rebuilt as Mega Man.

When Wily moved to reprogram Rock and Roll, the plan was thwarted by a clever ruse: Rock claimed that Light had built "super warrior robots" and offered to reveal how to defeat them if released. Since Wily believed robots were incapable of lying, he fell for the distraction, allowing Rock and Roll to flee. In the aftermath, Light decided to reprogram and rebuild Rock within the safety of his remaining facilities as Mega Man, turning the site into the launchpad for the ongoing war against Wily's forces.
